Mari village Shorunzha selected as next Finno-Ugric Capital of Culture

SU_pealinna-2019_valim_21On April 8, the winner of the Finno-Ugric Capital of Culture 2019 competition was announced in Obinitsa (Setomaa, Estonia) during the 2nd Forum of Finno-Ugric Villages. The next Finno-Ugric Capital of Culture will be Shorunzha village from Mari El Republic of the Russian Federation. The other two finalists of the competition were Arkhangelskoye village from Komi-Permyak Okrug of Perm Krai (Russian Federation) and the town of Zirc from Hungary.

Shorunzha village, located in the Morkinsky District of the Republic of Mari El, is home to 1040 residents, 97% of whom are ethnic Mari. With the Finno-Ugric Capital of Culture year, the municipality of Shorunzha aims to raise awareness of the Mari people and culture across the Finno-Ugric world, to upgrade and popularize cultural heritage sites on its territory and to develop cultural tourism. The official programme of the Finno-Ugric Capital of Culture 2019 year will include at least 12 thematic events attracting over 10 000 visitors. The flagship event of the year will be a festival of Finno-Ugric wedding customs “Süan Pairem”, to be held on June 12. The application of Shorunzha was endorsed by the Ministry of Culture of the Republic of Mari El, Mari Association “Mari Mer Kangash” and several regional and local institutions.

According Erik Yuzykayn, member of the Shorunzha delegation, the title of Finno-Ugric capital of culture is very important for the Mari people, “To be a centre of Finno-Ugric cultural life is a great honour and even greater responsibility which is why we must respond to this challenge”. The programme bureau of Finno-Ugric Capital of Culture expects to work closely with Shorunzha to implement the objectives of the year, by building on the experience of previous capitals of culture and by contributing to the long-term sustainability of the programme. According to Oliver Loode, Head of the Programme Bureau of Finno-Ugric Capitals of Culture, “We expect 2019 to become a celebration of Mari culture for the entire Finno-Ugric world and beyond, but also to present the cultural diversity of Uralic peoples to audiences in Mari El Republic in new and innovative ways”.

Finno-Ugric Capitals of Culture is a joint initiative of the Youth Association of Finno-Ugric Peoples (MAFUN) and URALIC Centre for Indigenous Peoples (MTÜ Põlisrahvaste Arengu Keskus). The programme aims to raise awareness of Uralic peoples and languages, strengthen Finno-Ugric identity and stimulate local development in the Finno-Ugric world. To date, the title of Finno-Ugric Capital of Culture has been awarded to five villages or cities: Udmurtian village of Bygy (2014), Seto village of Obinitsa (2015), Hungarian village Iszkaszentgyörgy and City of Veszprém (2016) and Karelian village of Vuokkiniemi (2017). Finno-Ugric Capitals of Culture has been acknowledged as a good practice of promoting cultural rights of indigenous peoples, including by Ms. Victoria Tauli-Corpuz, the UN Special Rapporteur on the Rights of Indigenous Peoples.

The competition of Finno-Ugric Capital of Culture 2019 was supported by Estonia’s Kindred Peoples’ Programme and is part of the Estonia 100 programme.

Russian Authorities Threaten to Take Away Teacher’s Children Over Hunger Strike

Yekaterina_SokolovaRussian municipal authorities have reportedly threatened to take away a local art school teacher’s children after she protested against low pay.

Yoshkar-Ola art school teacher Yekaterina Sokolova went on a hunger strike in mid-March after her salary was cut by more than half, from 27,000 rubles to 15,000 rubles ($263), the local 7×7 news website reported. Teachers in Russia earned an average 34,921 rubles per month nationwide last year, while teachers in the republic of Marii-El, where the city of Yoshkar-Ola is located, earned 22,387 rubles.

In an interview with 7×7 published Saturday, Sokolova alleged that the school’s new leadership is misusing President Vladimir Putin’s 2012 executive orders promising to increase the incomes of health care, education and research professionals by 2018.

Yoshkar-Ola city hall officials threatened to seize Sokolova’s two underage children, the RFE/RL news website affiliate Idel.Realii cited the head of a local teachers union as saying Monday.

The outlet reported that the local human rights ombudsman was unable to solve the disagreement, while the deputy mayor and the school’s director had “simultaneously taken sick leave.”

Скучали по Dj PEl’MAN? Тогда можете радоваться - новый проект “Виртырем” наследует его дурашливую стилистику и развязный тон, ну и “съедобное” название. Если со времен “Антипати” пельмень официально стал одним из брендов Удмуртии (Пельмень-фест) и приобрел попсовый вкус, то виртырем - кровяная колбаса - звучит хардкорно и свежо. Так и с музыкой.

“Виртырем” реагирует и на изменения в пространстве русского рэпа. Надоевшая всем выхолощенная и изнеженная хипстерская культура, растворившаяся в мейнстриме, миллениалы с их культом видеоблогов и инстаграма - уютный мир приелся, и рэп отчасти вернулся к подъездной романтике, обратился к пацанскому миру (Хаски, Грибы). Стеб остался, но с примесью неподдельного пафоса. Но все это популярно во многом благодаря тому же ютубу. Те же блогеры теснят рэперов с их территории (на “Афише Дейли” недавно вышел об этом материал). К одному из проектов, упомянутых там, - песне “Алтын” Татарки - “Виртырем” проводит прямую аллюзию (“мон зарни мотор сяська”). Другой популярный проект - “Хлеб” - своими примитивистскими текстами высмеивает жизнь и быт молодежи. “Виртырем” также пострен на иронии и хулиганстве, и говорит языком пабликов “Вконтакте” (Кылзы, ёпта) - разговорным, примитивистским и “грязным” (этакий удмурстко-русский “суржик”).

Виртырем, набитая в кишки забитого животного кровяная каша, - это не милые перепечи или пельмени. Милотой сейчас никого не удивишь. Виртырем - это еще и очевидный фаллический символ. Герои песни - “шонер пияшъес” - не испытывают проблем с девушками (в данном контексте даже уместнее слово “телочки”). И этот гиперболизированный мачизм, наглое, сексисткое высказывание тем не менее вызывает больше симпатии, чем слащавые песни о “зэмос воргоронах”. В песнях - ничем не подкрепленный, а потому абсурдный патриотизм - явная насмешка, ирония над собой. В “Colte” была статья о все той же Татарке: “это не культурные манифесты, а клипы-приколы…”. В удмуртской же культуре благодаря деятельности “Юмшана” (R.I:P., а еще лучше - кам бэк, пожалуйста) “прикол” давно преобразован в действенный метод популяризации удмурсткого языка. И вывод: “…Клип «Алтын» сделал больше для привлечения внимания в России к татарской культуре, чем многолетняя программа по развитию языка с методичками, книгами и национальными праздниками, после которых никто его толком и не выучил. Прикол сработал в том направлении, в котором и не предполагалось” - нас, удмуртов, не удивляет, правда?
Но вот беда. По-прежнему, какие бы эксперименты не проводились, какие бы мощные проекты не выстреливали (Silent Woo Goore, IB4CP), в остатке мы имеем одну картину: удмуртская музыка и сейчас не отличается разнообразием и предлагает стандартный набор исполнителей. И на фоне общей стагнации удмуртской культуры “Виртырем”, обращаясь к удмуртским экспериментам десятилетней давности и современному русскому рэпу, обладает свежим - другим - вкусом. Вкусом крови во рту. Хочется прокомментировать словами из самой песни - “Ческыт, бля”.

Anna Mishina – voice, Kristi Mühling – Estonian chromatic kannel, Ivan Kamenshchikov – Mari iyagomyzh (a type of fiddle).

This lyrical song of Suksunsky Mari was recorded by Oleg Geramisov in the village of Tebenyaki (Suliy in Mari) in 1971, аs performed by Anna Demidova (born in 1908).

The number of steps I scaled was seven. When I counted, they proved to be eight. I’d like to be born and grow up again, I’d like to be seventeen years old again. My dear relatives, come to visit me, I have nothing special to offer you, but I have some bread. My friend, let us climb a hill, take your mandolin, we will cry, join hands and go apart.

The duo Anna and Kristi combines ancient Eastern Mari songs with experimental Estonian kannel music. The majority of Finno-Ugric people play some sort of psaltery; the Mari psaltery is known as the küsle. The Estonian kannel is a chromatic instrument that is similar to it; it spans a bridge between the past and the present and with the help of Eastern Mari songs gives rise to a beautiful soundscape.

Putin Names Merkushkin to New Post to Counter Foreign Influence among Russia’s Finno-Ugric Nations

Putin_MerkushkinVladimir Putin has named Nikolay Merkushkin, the man he just replaced as Samara governor to be his special representative to the upcoming World Congress of Finno-Ugric Peoples, an assignment many will see as a consolation prize but that reflects growing concern about the Finno-Ugric peoples within the Russian Federation.

The position Merkkushkin will now occupy, Komsomolskaya Pravda notes, is a new one: Putin has not had such a representative to these peoples before. And it suggests that the former Samara governor has been assigned the increasingly difficult task of keeping the Finno-Ugric peoples of Russia in line.

The paper says that Merkushkin’s position is especially important now because foreign efforts to influence the Finno-Ugric peoples of Russia are comparable only with attempts to influence the Muslim regions of the country.”

“The Finno-Ugric republics of the Russian Federation,” it continues, include “Mordvinia (from which Merkushkin, a Mordvin, comes, Karelia, Komi, Udmurtia, and Mari El. In addition, the Khanty-Mansiisk, Nenets and Yamalo-Nenets Autonomous Districts are all part of Finno-Ugric world within Russia.

The paper adds that “in these regions are concentrated major military-industry,” as well as large reserves of coal, oil, gas and timber. And they are the focus of the three Finno-Ugric countries – Estonia, Finland and Hungary – all of which argue that the Finno-Ugric peoples would be better off if they were more politically active and ultimately independent of Russia.

These countries, the paper says, promote their influence “via the cultural and scientific elite of the republics and via religious missionaries, including the establishment of Lutheran parishes in the Orthodox Russian Finno-Ugric regions and via inviting students to study” abroad in these Finno-Ugric lands.

What Putin wants, Komsomolskaya Pravda suggests, is to have Merkushkin reign in such efforts and do everything he can to ensure “the preservation and development of the culture and traditions of the peoples while at the same time parrying the efforts of political and religious influence from abroad.”

Dmitry Soloninkov, a political scientist who specializes on the Finno-Ugric peoples, says that Merkushkin’s task is not an easy one. Indeed, he tells the REGNUM news agency that the former Samara governor will have to use all his political skills to navigate “the swamp” that exists among the Finno-Ugrics.

He argues that Moscow brought this problem upon itself because according to him “linguists in Moscow and St. Petersburg” in the 1930s invented “the artificial languages” these people speak and thus not only created the basis for ethnic statehood but put “a delayed action mine” under the Russian Federation.

(Soloninkov’s statement is without foundation. The Finno-Ugric peoples who now live within the borders of the Russian Federation have ancient languages and were living where they do now centuries before Russians appeared. Indeed, the name of the Russian capital is in the view of many experts a Finno-Ugric word.)

Now, the three Finno-Ugric states are exploiting this unfortunate situation, one he describes as consisting of “a new fake culture” and Moscow through the person of Merkushkin is going to have to fight it far more intensively than it has up to now.

Two recent developments suggest that the Russian government is already moving in that direction. On the one hand, it is putting Russian officials in what are nominally NGO bodies among the Finno-Ugrics, thus restoring the notorious Soviet system of GONGOS in this area.

And on the other, there are indications that Moscow is moving far more cautiously in dealing with language issues among the Finno-Ugrics, an indication that the central government may fear that any precipitant action would provoke the kind of reaction it certainly does not want to see nazaccent.ru.

Reading Hill Mari through Meadow Mari

Kuryk_mari_EngDear friends, colleagues, readers, and students, our second (of four) scheduled publications this year is now ready to be downloaded: “Reading Hill Mari through Meadow Mari”. This 400-page book introduces the second literary standard of Mari (used by less than 10% of Maris, but nonetheless the working language of a vibrant culture and literature) to students and scholars already acquainted with Meadow Mari, the dominant literary standard of Mari that is now quite accessible via various materials we have published on our website, omj.mari-language.com.

Our new book cannot aspire to be a full-fledged reference grammar or a textbook of Hill Mari optimized for the needs of beginners wishing to actively learn Hill Mari, but does offer a comprehensive contrastive overview of the phonology and morphology of the two literary standards of Mari. This enables users to employ their knowledge of Meadow Mari to access texts written in Hill Mari, by making them aware of the systematic differences between the two literary norms. The book also contains four trilingual (Hill Mari, Meadow Mari, English) reading texts that allow students to practice their newly acquired skills and a comprehensive trilingual glossary covering the vocabulary used in the book.

This publication was compiled in cooperation with Nadezhda Krasnova, a linguist and native speaker of Hill Mari at Mari State University in Yoshkar-Ola, and Tatiana Yefremova, a linguist and native speaker of Meadow Mari at ELTE in Budapest. Its creation was made possible thanks to a grant by the Kone Foundation. Our forthcoming Hill Mari lexicon, funded by the same grant, will continue making Hill Mari more accessible to the outside world.

XIV Finno-Ugric Writers’ Congress

Kongress2017_LogoThe 14th Finno-Ugric Writers’ Congress will take place on 24-25 August 2017 in Tartu, at the Estonian National Museum.

The main topic of the congress is history and the way it is treated in Finno-Ugric literatures. In addition, current topics in these literatures will be discussed. The congress will include plenary sessions and working groups, to focus both on the main subject of the congress, and also on other questions considered important by the participants. The congress will end with a plenary session.

On 26 August there will be a visit to Setumaa.

The congress will host approximately one hundred delegates, mainly representing the Finno-Ugric peoples of Russia, whilst delegations from Hungary, Finland and some other, non-Finno-Ugric, countries will take part in the event. To enable equal participation for all delegates, simultaneous interpretation will be offered between Estonian, Russian and English.

Officially it was founded in 1993, the year in which the first Finno-Ugric writers’ congress also took place. The aim of the congress is to maintain and develop literary contacts between Finno-Ugric peoples, to exchange information, ideas and experiences about literature and society in general, and to support the linguistic and cultural survival of mainly smaller Finno-Ugric peoples.
